Creeping immigration policy
It's easy to find statistics showing the number of foreigners in the Czech Republic, but more difficult is tracking down the number of "ex-foreigners." In other words, foreigners who are no longer foreigners because they've become citizens. The numbers apparently aren't very great so far, but the European trend is toward accepting an increasing number of foreigners, whether as immigrants or refugees, and integrating them into society. This has been a quiet policy in much of Europe for decades and has been used to mask the real degree of the transformation of the racial makeup of Europe. In most countries, there wasn't a real debate about this transformation until the deed was already done and the racial makeup had already been significantly altered. There is now a conflict, because some Europeans (Úsvit in the CR, Pegida in Germany, for example) aren't happy about this. For the first time, many European governments are being forced to explain their "creeping" immigration policy. Moving the issue to the EU level will help them to continue to avoid this discussion.
