Systemic discrimination of the healthy

A hot topic in the U.S. is so-called systemic racism that leads to the discrimination of entire groups, not merely of individuals. Whenever a white police officer kills an unarmed black man, the heated debate is reignited. The EU's Charter of Fundamental Rights prohibits discrimination of any type and specifically bans it on the grounds of sex, race, color, etc. Included in the long list is discrimination on the basis of disability, but not the opposite. Discrimination on the basis of being in good health isn't specifically banned and is only included under the general provision. Europe is now moving toward institutionalizing discrimination of the healthy by providing benefits to those who get vaccinated for covid-19. Yet there is actually little reason for a perfectly healthy person who is not elderly to get the vaccine, unless it is proven that it prevents transmission of the disease. How long will it take before the first police officer kills a healthy EU citizen not armed with a covid pass?

disability - a physical or mental condition that limits a person's movements, senses or activities.
